The ADAPT Coalition
The Community Anti-Drug Coalitions of America (CADCA) defines coalitions as formal collaborations among diverse groups within a community. Each group retains its unique identity while working together toward a shared goal: a safe, healthy, and drug-free community.
Unlike traditional human service organizations, community coalitions do not provide direct services. Instead, they are led by residents and sector representatives, giving the community a genuine voice in deciding strategies to reduce substance abuse. Strong community connections are essential for these coalitions to serve as catalysts for meaningful change.

- Religious or fraternal organizations
- Law Enforcement
- Civic and volunteer groups
- Health care professionals
- State, local or tribal agencies
- Other organizations involved in reducing substance abuse
